Description:
Lesbian, Gay, Bisexual, Transgendered, and Questioning (LGBTQ) victims of intimate partner, domestic, and/or dating violence do not have consistent access to culturally competent services to prevent and address such violence. Domestic/intimate partner violence is a significant health problem among LGBTQ populations and has serious physical health, mental health, and social consequences for its victims, their families, the LGBTQ communities, and society-at-large. The intent of this Family Violence Prevention and Services Capacity-Building Demonstration grant program is to expand the capacity of both “mainstream” domestic violence organizations and LGBTQ-specific organizations to more effectively identify and address the unique needs of LGBTQ intimate partner violence victims. The successful applicant will be expected to identify and inform LGBTQ-specific prevention and intervention strategies, including screening and on-going assessment that can be replicated in local domestic violence and LGBTQ programs. Many service providers throughout the United States struggle to understand the complexities associated with identifying, serving, and supporting LGBTQ populations. Not only are the populations racially and ethnically diverse but the sub-populations within the LGBTQ umbrella often do not share similar experiences as LGBTQ individuals or as victims of intimate partner violence. Gay men, for example, have enormous difficulty accessing “mainstream” shelter services because domestic violence shelters grew from the battered women’s movement. Because the battered women’s movement was focused on sexism, patriarchy, and the abuse of male power between non-transgender people, the historical understanding of domestic violence largely excluded LGBTQ communities. Men, therefore, are often not understood to be victims within the continuum of domestic violence service provision because they are the predominant perpetrators of domestic violence within the violence against women philosophical framework. Trans-women may also be excluded from shelter because they may biologically be male and at the same time confound service providers’ understandings of sex and gender. Lesbians seeking refuge at a domestic violence shelter may encounter homophobia and bias from other residents or staff members or they may simply be confronted with the invisibility of their experience in the form of information and educational materials that only address heterosexual domestic violence.Applicants are expected to identify comprehensive and sustainable plans for capacity-building, collaboration, integration of culturally-specific and linguistically appropriate services, and supports that are consistent with the requirements authorized under the Family Violence Prevention and Services Act, as amended. Applicants are expected to identify an array of training, expertise, problem-solving strategies and other forms of technical assistance to Federal, State, and local governments, Tribes, Tribal organizations, domestic violence service providers, community-based organizations, LGBTQ service providers, and other professionals and interested parties, related to domestic/intimate partner and dating violence intervention and prevention services for LGBTQ victims and their children. Applicants will identify a plan that builds the capacity of the field to provide training and technical assistance to address services and programming for LGBTQ individuals. Applicants are expected to provide a plan for identifying evidence-based/evidence-informed/promising practices including a national dissemination strategy. Asset building is an approach to overcoming poverty that emphasizes the value of enabling individuals and families to learn about and use sound family budgeting and money management practices, to address financial issues, and to plan for long-term success. Especially when combined with other services, the asset building approach helps families set goals and progress toward financial stability. The Office of Community Services (OCS) and the Administration for Native Americans (ANA) have partnered to increase access to and awareness of asset building opportunities in Native American communities. OCS and ANA are program offices within the Administration for Children and Families (ACF).OCS and ANA will accept applications to establish and administer asset building projects with a focus on the Assets for Independence (AFI) projects. Grantees will provide an array of supports and services to enable low income individuals and families to become economically self-sufficient for the long-term. The AFI focus of each project requires that eligible participants are given access to matched savings accounts, called Individual Development Accounts (IDA), in which participants save earned income for the purchase of a home, for business capitalization, or to attend higher education or training. Participants are also given access to other supportive services that enable them to become more financially secure. The IDA portion of the project is funded by OCS. ANA funds may be used to pay for costs associated with the administration of the AFI-funded IDA project and to provide other asset building strategies, such as financial literacy education and coaching on money management and consumer issues.Applicants will submit one application identifying a single work plan with two budgets, reflecting OCS-AFI funding and ANA-SEDS funding separately. The Substance Abuse and Mental Health Services Administration, Center for Mental Health Services is accepting applications for fiscal year (FY) 2013 National Resource Center for Mental Health Promotion and Youth Violence Prevention (YVP-RC) cooperative agreement. The purpose of this jointly funded program is to serve as a national resource and training center to increase the effectiveness of youth violence prevention, prevention of mental, emotional and behavioral disorders, and promotion of the healthy development of children and youth. The YVP-RC will also provide technical assistance for SAMHSA?s Safe Schools/Healthy Students (SS/HS) and Linking Actions for Unmet Needs in Children?s Health (Project LAUNCH) grant programs. Funding for this announcement is from the Youth Violence Prevention program in the amount of $4.599 million (74 percent) and $1.572 million (26 percent) from Project LAUNCH.It is SAMHSA?s intent that the YVP-RC provide states/tribes, organizations, and communities with the resources they need to eliminate or reduce the impact of risk factors and promote positive and protective factors for children, youth, young adults, and their families. This program will advance the dissemination and use of prevention research to inform development and implementation of policies and programs across state and tribal agencies. Planning and implementation of statewide prevention programming and policies will be accomplished through the use of a public health approach. The YVP-RC also seeks to address health disparities among racial and ethnic minorities by ensuring that YVP-RC recipients are encouraged to develop and implement strategies to decrease differences in prevalence, access, service use, and outcomes among racial and ethnic minority children, youth, young adults, and families served. Since 1999, the Safe Schools/Healthy Students (SS/HS) grant program has provided funds to local educational agencies to partner with public health, mental health, education, law enforcement, justice and social service systems, as well as families and youth, to plan, implement, evaluate, and sustain a comprehensive plan of programs, activities, and services to prevent violence and foster the healthy development of children and youth. SAMHSA seeks to build upon the lessons learned by engaging state and community agencies (including local education agencies) to develop partnerships that will result in the successful implementation of comprehensive school violence prevention that are guided the SS/HS model. The "State Abstinence Program" was restored through Fiscal Year 2014 under the Patient Protection and Affordable Care Act of 2010 (Affordable Care Act, hereafter), Pub.L. 111-148.  To qualify for funding in Fiscal Year (FY) 2012, States must submit an application.

The Administration for Children and Families (ACF), Administration on Children, Youth and Families (ACYF), Family and Youth Services Bureau (FYSB) will accept applications from States and Territories for the development and implementation of  State Abstinence Programs. The purpose of this program is to support decisions to abstain from sexual activity by providing abstinence programming as defined by Section 510(b) of the Social Security Act (42 U.S.C. g 710(b)) with a focus on those groups that are most likely to bear children out-of-wedlock, such as youth in or aging out of foster care.

States are encouraged to develop flexible, medically accurate and effective abstinence-based plans responsive to their specific needs. These plans must "provide abstinence education, and at the option of the State, where appropriate, mentoring, counseling, and adult supervision to promote abstinence from sexual activity, with a focus on those groups which are most likely to bear children out-of-wedlock." An expected outcome for all programs is to promote abstinence from sexual activity.

Today, in communities across the country, young people are living on the streets after running from or being asked to leave homes characterized by abuse, neglect, or parental drug and alcohol abuse. Once on the streets, such youth are at risk of being sexually exploited or abused by adults for pleasure or profit. In addition, such youth may engage in shoplifting, survival sex, or drug dealing in order to provide for their basic needs. This funding opportunity will support the establishment and operation of a National Communications System (Hotline) for youth who have run away, or are considering running away, and their families.In the early 1970s an alarming number of youth were leaving home without parental permission, crossing State lines and while away, from home, were exposed to exploitation and other dangers of street life. The National Communication System (NCS) was established in 1974 to address the interstate nature of the runaway and homeless youth problem. To fulfill the objectives of the legislation, NCS must be able to provide a neutral and confidential channel of communication that is available on a 24-hour per day, 365-day per year basis throughout the United States. The system must be able to identify resources for runaway and homeless youth in the areas where the youth are located; provide pre-runaway prevention counseling and identify resources for youth who are contemplating running away; provide crisis intervention to clients, when appropriate, to address problems and/or issues surface during telephone contact; address access to transportation services for this purpose; allow f amilies/guardians to leave messages or have conference calls with runaway youth, and provide families/guardians with advice and referrals to agencies that may be able to assist them. This includes linkages with shelters, counseling, medical assistance, and other vital services.During the year 2010, the NCS hotline handled over 93,000 calls from runaway and homeless youth and their families, provided thousands of referrals to social service agencies, and conducted numerous conference calls with parents and legal guardians on behalf of runaway and homeless youth.

The Family and Youth Services Bureau (FYSB) is accepting applications for the Transitional Living Program (TLP) and for Maternity Group Homes (MGH) funding opportunity announcement (FOA). TLPs provide an alternative to involving RHY in the law enforcement, child welfare, mental health, and juvenile justice systems.
